Overcoming the labor shortage in systemic retail business amid the digitalization of public consciousness and the economy Чеглов В.П. Doctor of Economics, Docent, Professor of the Basic Department of Trade Policy, Plekhanov Russian University of Economics, Moscow, Russia Abstract. This article examines the seemingly paradoxical phenomenon of a pronounced labour shortage in the retail sector, despite increasing levels of employment and the sector’s advanced stage of technological development. Within the framework of active automation and the integration of digital technologies, the study identifies a structural crisis in the labour sphere, stemming not from the physical absence of workers, but from a transformation in the institutional foundations of employment. Particular emphasis is placed on the influence exerted by the digitalisation of the economy and public consciousness on changing consumer habits and the shifting motivational frameworks of both business proprietors and hired personnel. Drawing upon an analysis of the historical evolution of retail networks, contemporary statistical data, and corporate disclosures, the author demonstrates that the labour shortage is especially acute within large-scale food retail chains and digital marketplaces structured according to network-based organisational principles. The article offers an overview of the technological instruments employed by retail enterprises in their attempts to mitigate labour-related difficulties. It concludes that the issue cannot be resolved by digitalisation and operational optimisation alone; rather, effective resolution requires institutional state intervention and the re-establishment of mechanisms for safeguarding the rights and interests of workers in this socially vital sector. Keywords: digitalization of the economy, digitalization of public consciousness, retail trade, retail chains, labor shortage. DOI: 10.33983/2075-1826-2025-2-81-89 Библиографический список
