Правовое регулирование прохождения гражданской службы в особых условиях: мировой опыт

Аннотация. В статье рассматриваются особенности правового регулирования прохождения государственной гражданской службы в особых условиях на основе анализа мирового опыта. Исследуются подходы к определению особых условий службы, а также механизмы обеспечения социальных гарантий и компенсаций государственным служащим. Особое внимание уделяется сравнительному анализу правовых моделей США и Франции, включая вопросы охраны труда, страхования, пенсионного обеспечения. Выявлены основные тенденции развития законодательства в данной сфере.

Abstract. This article examines the legal regulation of state civil service under special conditions, based on an analysis of international experience. It explores approaches to defining special conditions of service, as well as mechanisms for providing social guarantees and compensation to civil servants. Particular attention is given to a comparative analysis of the legal models of the United States and France, including issues of labor protection, insurance and pensions. Key trends in legislative development in this area are identified.
