Budgetary sustainability of the constituent entities of the Russian Federation as a factor in the implementation of scientific and technological breakthrough strategy Shmigol Nataliya Sergeevna, Sokolov Matvey Aleksandrovich, Abstract. The article examines the budgetary sustainability of the constituent entities of the Russian Federation as one of the factors in the implementation of Russia’s strategic priorities for scientific and technological development. The role of regional budgets in creating the financial conditions for the development of research and educational infrastructure, human capital, innovation, and high-technology industries is substantiated. The economic substance of the budgetary sustainability of a constituent entity of the Russian Federation is revealed. The main groups of budgetary sustainability indicators are considered, and the key mechanisms through which budgetary sustainability influences the scientific and technological development of regions are identified. The two-way nature of the relationship between budgetary sustainability and scientific and technological development is substantiated: the sustainability of regional public finances creates the prerequisites for technological development, while its outcomes can contribute to strengthening budgetary sustainability. The paper proposes measures to enhance the role of budgetary sustainability in ensuring a scientific and technological breakthrough, including intergovernmental fiscal relations, co-financing mechanisms, the efficiency of public expenditure, advancing stress testing, and establishing a system for assessing the effectiveness of budgetary resource utilization. Directions for further empirical research into the relationship between budgetary sustainability and the scientific and technological potential of the constituent entities of the Russian Federation are identified. Keywords: budgetary sustainability, constituent entities of the Russian Federation, regional budgets, scientific and technological development, technological leadership, technological sovereignty, budgetary policy, budgeting, innovative development, human capital, innovation infrastructure, intergovernmental fiscal relations.
